Network Development Manager ( Project Manager Radio )

Job Objective
Set implementation tactics to execute the department Strategy, in addition to overseeing efficient project management by providing the direction and ensuring the adequate execution required for successfully meeting the organizational needs and objectives within requisite timelines, budget and as per desired Telecom standards

Primary Responsibilities
Strategic
• Work closely with department head to collect information and identify strategic initiatives for the Network Development and contribute to the overall strategic initiatives for the department aligned to the organization Strategy
• Lead execution of strategic initiatives
• Translate strategic initiatives into tactical initiatives to achieve strategic objectives
• Monitor, track and report performance against tactical initiatives and set KPIs
Financial
• Plan the section Opex/Capex while ensuring operational efficiency and sustainability
• Monitor and track adherence to the approved budget and highlight deviations
• Strive to continually improve the network and service operation cost as per strategic imperatives
• Plan and forecast CAPEX in line with Corporate Business Plan
Operational
• Derive implications from the network development plan and prepare and monitor initiatives for timely achievement of network development plan
• Ensure that setup and design of network architecture, blueprint and fundamental technical guidelines are continually improved and updated, as to evolve the services to exceed customer’s expectation
• Prepare and monitor deployment of detailed plans for expansion, enhancement and implementation of the network as per business strategy
• Effectively lead and monitor all the projects in the department, benchmark planned vs actual scope, time and budget for all projects in the department and highlight improvement areas to management in a consolidated manner regularly
• Work with internal teams to translate Business and/or Operational requirements into RFP for tendering and Technical solutions
• Contribute to the development and implementation of strategic network plans, network architecture and network development to maximise network efficiency and ensure that the delivery of all Network Services offered by Batelco are in line with the Organisation’s Strategic Plan
• Ensure effective vendor management for the delivery of efficient solutions to develop the network
• Ensure the cross-unit alignment with peers in IT, Products, Cyber Security, Global, Finance, Legal, Procurement and Wholesale in addition to the intra departmental alignment with Development, Radio and Network Management Centre.
• Lead & Monitor the execution of Mobile, Fixed, Internet and Access networks architectural developments to meet the operational and changing needs of the business processes and services.
• Support the professional consultation to Business Product and Account Managers as to meet their requirements efficiently and effectively, and ensure that the quality of service is enhanced through proper analysis of these requirements.
• Ensure service development activities on all network platforms are consistent with requirements of sales and marketing plans
• Contribute to formulation of Business Cases to continuously develop the Network based on accurate specifications to ensure that the forecasted traffic and market demands are considered and met.
• Monitor adherence to procedures and controls at section level
• Identify continuous improvement measures and opportunities and redesign policies, processes, systems / structural programs and procedures for continuous improvement, covering all individual functional activities
• Actively provide required information to internal and external auditors
• Actively participate in the Joint Evaluation Committees (JEC) meetings to manage tender evaluation process and ensure the best offers with the maximum benefits to Batelco are always selected
• Setting business plan and annual budget and closely monitor all financial operations
People
• Identify training needs and nominate team members for training programs
• Ensure timely completion of PMR process for self and the team
• Continuously share the knowledge and understanding of the telecom industry and business trends
• Ensure active participation in employee engagement surveys
• Validate information provided to address employee queries related to functional area
• Engage and align resources within the team members to build multi skills competencies

Profile 1
• Bachelor’s degree in Technology or related domains from an internationally recognized University.
• 5-7 years of IT/ Network Management experience, with a substantial proportion gained in a telecommunications business environment.
•>3 years’ experience of directly managing teams of professional & technical staff in the provision, development, implementation and support of business application systems.
•>3 years of project management experience in the IT/IS field.
• Experience of technical activities relevant to assigned area.
• Fluency with a wide range of modern PC desktop applications and utilities.
• Certificate in Project management from an internationally recognized institution is required.
• Membership of a relevant, and internationally recognized, professionally body is preferred.
Profile 2
• Master’s Degree in Technology or related domains from an internationally recognized University.

• 4-6 years of IT/ Network Management experience, with a substantial proportion gained in a telecommunications business environment.
•>2 years’ experience of directly managing teams of professional & technical staff in the provision, development, implementation and support of business application systems.
•>2 years of project management experience in the IT/IS field.
• Experience of technical activities relevant to assigned area.
• Fluency with a wide range of modern PC desktop applications and utilities.
• Certificate in Project management from an internationally recognized institution is required.
